If an attacker offloads on the held call he gets to keep it without penalty so why should it be different for a defender?
And on another similar situation
If the ball carrier moves forward in the tackle after called held he is brought back but if the defenders continue to drive the ball carrier back after the held call the PTB is where they finally end up
