That’s the result of a country nearly completely reliant on tourism and covid depleting it. NZ and Australia as the bigger pacific nations potentially didn’t support them adequately though that period. I was there 5 or so years back and they were openly staunch in their opposition against china and their approach into their waters for fishing which they’re also reliant on
